You always have "border cases". Like going from a tertiary to a unclassified road. but I think the following two ways are different. (we don't have streetview in belgium, so you'll have to do it with aerial photo's).
The path crossing the Westlaan: http://maps.google.com/maps?f=q&source=s_q&hl=nl&geocode=&q=Roeselare&aq=&sll=51.705295,5.338873&sspn=0.002224,0.006539&ie=UTF8&hq=&hnear=Roeselare,+West-Vlaanderen,+Vlaams+Gewest,+Belgi%C3%AB&ll=50.953547,3.112797&spn=0.001124,0.00327&t=h&z=19 The path next to the Sleihagestraat: http://maps.google.com/maps?f=q&source=s_q&hl=nl&geocode=&q=Roeselare&aq=&sll=51.705295,5.338873&sspn=0.002224,0.006539&ie=UTF8&hq=&hnear=Roeselare,+West-Vlaanderen,+Vlaams+Gewest,+Belgi%C3%AB&ll=50.947006,3.058987&spn=0.001124,0.00327&t=h&z=19 Both ways are separated from a car-road. so both would have the tag highway=cycleway. @Martin: this is right too, you aren't allowed to drive on the Sleihagestraat with your bike. I have a feeling that there might be a difference between countries. In Belgium, a separated cycle track is just one where they planted a little hedge between the cycle track and the car-road. In the Netherlands, the separated cycle tracks seem more developed. In dutch (at least in flemish) we also have different words. We use "fietspad" for a track next to a road but never for a solitaire track, and just "pad" or "paadje" for a solitaire track.
