OK, looking at New York it is clear that 3 levels are not enough. Harlem itself has a population of around 200,000 people, could be divided into West Harlem, Spanish Harlem and Central Harlem, where the latter for example contains areas like Mount Morris, Astor Row, etc. (which seem to be what the neighbourhood proposal aims at). At this granularity there is a hierarchy Mount Morris -> Central Harlem -> Harlem -> Midtown Manhattan -> Manhattan Island could be (how the current proposals are intended): Neighbourhood -> Quarter -> (suburb: Harlem = Midtown Manhattan) This would shift the whole hierarchy by one level (compared to my previous post). I am not sure how to handle NYC, maybe the proposed scheme has to be amended, but doesn't that prove that the current place scheme is unsufficient by all means?
