No one got excited by this, so I used
highway=spiral_staircase
on a node (though in principle it could have a circular area for its
footprint I suppose, but in general they aren't more than 2 or 3 metres
in diameter).
Highway might seem a bit odd, but it seemed to me to be consistent with
highway=steps (and much the same qualifying tags could apply to it).
