This depends on the mapper and the general detail in the area and it is done sometimes. There is more and less important spots of this kind, and while 2 meters seem really small, most situations where the island is 10 or 20 meters also are not mapped with split highways. On the other hand if there is something on the island (e.g. subway entrance, underground parking access, telephone booth, ...) you would want to map also very small traffic islands because otherwise you will get topology problems.
