please try to follow the discussion. The problem has never been a single 
condition/value pair but having *several* of them.

What is that even supposed to mean? A data structure does not differentiate 
between "fixed" and "non fixed" keys, but just stores them as strings, and 
therefore treats "maxspeed" and "maxspeed:(22:00-06:00)" exactly the same.

You do realize that conditions are part of the context as well, and your 
argument therefore is in favour of conditions inside keys?
