Well this part is rather easy. I think we should separate:
1. city loops and so on
2. walking routes that are not in the mountains/outback (you generally don't need hiking boots, outdoor equipment) 3. hiking routes in the mountains, in the outback/wilderness (it is advisable to have outdoor equipment like hiking boots, adapted clothes, and so on) 4. alpine/expedition routes (you need specialised equipment, tent, first aid kits, and so on). General hiking/touristic maps likely don't include them. Note that they need to be signposted though...

watch out here, we need to state often enough, that only signposted routes, shall be included in OSM. E.g. most places where people go running, are NOT signposted for running. (e.g. in Vienna Donauinsel or Prater - there is no single signposted running route, but thousands of people go running there every hour during daytime, likely I think for New York Central Park, or other very popular places for running). Also state that a route a Marathon takes every year, shouldn't be included, as long as it's not signposted or visible on the ground!

I'd like to discuss about the meaning of those values (currently the
wiki isn't very verbose about the meaning) and then we could transfer
this into the wiki to expand these articles:

"Walking routes are named or numbered or otherwise signed routes,
which may go along roads or trails or combinations of these. See also
Hiking." e.g. it doesn't even say that these routes are for
pedestrians (I guess whoever wrote this thought it was obvious).

My personal view is that hiking has a somehow different connotation
then walking, while "foot" might be used to summarize the 2 under one
generic term.
