Sometimes you are not in a hurry and just want to go the old way, the
way people went before bypasses, motorways and interstates.
Something like:
highway=secondary

or
highway=tertiary

ref_historic=A46
i'd be more inclined to do ref:historic or ref:old than ref_...
but i think it's something worth tagging. now that i think about it, though,
i suspect you probably want to do this with historic route relations
rather than
with tags on the ways. there are many roads in NYS that have had more than
one state highway designation over the years, and roads that were once state
highways that are now county highways, and as such have changed networks.
