I'd prefer access=private as "no" doesn't apply (some people can cross so "no" would be plain wrong). Maybe access=residents? We might also use this for some Italian roads where destination is not the right restriction (as you need also a written permit which residents get, on the other hand maybe those cases could also be "private"? That's why I think a fixme=* or note=* is enough for now. at least we shouldn't put wrong restrictions on purpose, because this will prevent any software or human from understanding the situation.
