Operator could be given by operator=* and the effective
owner by a "new" owner=* tag.
I won't write a big proposal and lead to a vote for such a
"simple" thing.

For walks, I found no better than
where operator is the municipality that organizes it and website is
the sort of tourism agency contact.
owner=municipality would be more appropriate indeed.
My usual rant about using URLs and auto recognizing them.
