As you maybe know, the owner of an infrastructure (public transports, facilities network, public services, etc) and the effective operator may be different, especially nowadays when administrations save money by allowing private companies to operate.

Operator could be given by operator=* and the effective owner by a "new" owner=* tag.

owner=* isn't described on wiki but already pretty well used : http://taginfo.openstreetmap.org/keys/?key=owner

I won't write a big proposal and lead to a vote for such a "simple" thing.

Just let us know how do you feel about it.

where operator is the municipality that organizes it and website is the sort of tourism agency contact.
owner=municipality  would be more appropriate indeed.
My usual rant about using URLs and auto recognizing them.
