Following a suggestion of Wolfgang Hinsch in the debate "trafficability" I prepared another proposal:
http://wiki.openstreetmap.org/wiki/Proposed_features/flooded It does not solve all problems targeted at by the trafficability proposal, but an important part of it. Additional proposals may have to be made in order to cover the rest.
