And you forget >4.5 million natural=water without any water=* of which 
quite a lot could be riverbanks.

One of the problems with waterbody tagging is that there ia no clear 
criterion to distinguish between lakes and rivers/riverbanks.  The new 
tagging scheme acknowledges this and makes the distinction optional.
