I don't think smoothness should be forgotten, it should just have
better values. Something like
smoothness=tractor/4wd/mountain_bike/city_car/road_bike/roller_blades
For ways used by mountain bikers, mtb:scale might be better:

It's a far better thought-ought scheme (by analogy with sac_scale) and
the images used reflect the descriptions. For example, I used to live
along something similar to
http://wiki.osm.org/wiki/File:Mountain-track1.jpg and it was regularly
used by all sorts of wheeled vehicles, not just the "Car with high
clearance, light-duty off road vehicles" suggested on the "smoothness" page.
