Perhaps it would be better to use the trade tag? http://wiki.openstreetmap.org/wiki/Tag:shop%3Dtrade The description says that such places "normally" also serves normal consumers, so implies by default open to the public. You could add a subtag something like "public_sales=no" perhaps (and add it to that wiki page).
