Usually graveyards (typically ancient burial places associated to a church and directly adjacent) will be part of the sacred area, yes (not to confuse with cemeteries). For areas that are outside of the sacred area I'd usually use religion=* to express the affiliation with a religious institution and I'd use other tags like for any other object, eg landuse=commercial for a big area of the church administration (there are quite some in Rome ;-) ).
