I cannot judge this. If this is a fact, addr2 is not needed or even plain wrong for conscription numbers in CZ and SK. The addrN scheme just offers a syntax for alternate addresses. Use it where applicable, and don't use it where it is not applicable. The conscription number example in my version of the proposal is from Austria, where it is applicable. -- Friedrich K.
