Here is a huge list of railway tags: http://wiki.openstreetmap.org/wiki/OpenRailwayMap/Tagging There is embedded=yes/no/pavement/wood/metal/plastic which tells if the rails are embedded in the street. I would say that a railroad cannot be a part of the street if it has embedded=no. I couldn't find a tag for describing railroad ties, which is strange. Janko
