I encourage people with doubts about the proposal to try and tag a few dump stations. USA government documents can be copied, so here's a place to start: http://www.nps.gov/grsm/planyourvisit/upload/Cades-Cove-map.pdf Sometimes tagging becomes clear only as you actually start doing it.
