I disagree with this characterization.   merging vehicle types
(foot/bicycle/horse/car) with the concept of groups that some people
belong to is confusing and not helpful.

access= is generally about a right to use something, and that's almost
always about roads or "public ways".  The vast majority of other
facilities are private, or, if run by the government, subject to rules.

bicycle=designated doesn't mean a group of people has permission.  It
means that anyone using a specific vehicle type may use the way as a
matter of law, It further adds that the rules have a preference for that
vehicle type over others.  It says nothing about whether foot or car is
permitted.
