It is important to distinguish between a port and a harbour, dock or terminal. These are often confused, and I see this confusion in reference [0]. A port is an administrative entity, whereas harbours/docks/terminals are physical entities. A port may contain any number of harbours/docks/terminals (>=0) as well as other buildings or areas of land not contained with the boundaries the harbours/docks/terminals.
Any tagging scheme for these entities should take into account these important differences.
