I saw conflicting points of view regarding the difference between these two 
ways for modelling aerial power lines: some say that it is the voltage which 
matters, others say that it's the visibility difference that matters, others 
say that it's the danger for planes that matters, and some use other reasons or 
some of these together. The wiki doesn't help much: 
http://wiki.openstreetmap.org/wiki/Tag:power%3Dminor_line seems to primarily 
use the height of the line supports, with a lose usage of voltage, but 
http://wiki.openstreetmap.org/wiki/WikiProject_Power_networks/France says that 
any aerial line is to me mapped as power=line; meanwhile, 
https://help.openstreetmap.org/questions/45781/power-lines-minor_line-threshold 
refers to both the landscape and the danger for pilots of planes and 
helicopters. I'm inclined to use the general landscape visibility of the line 
to map it, as it seems to be the reason of the difference of rendering between 
them, which means that lines on poles and small tower would be 
power=minor_line, and lines on taller towers would be power=line, but I would 
like to have a confirmation on that, as it doesn't seem to be clear anywhere. 
If I'm able to collect enough opinions to meet a consensus, I'll try to update 
the different sources, mainly the wiki, accordingly, precising that the matter 
was discussed here and reached a consensus.
