I would go with a restriction relation: 
https://wiki.openstreetmap.org/wiki/Relation:restriction

In this case you'd put three members into the relation:
1. the from-way with role "from"
2. the via-node with role "via"
3. the to-way with role "to"

The tagging of the relation like this:
type=restriction
restriction=no_entry
except=bicycle
