I agree with Marteen's opinion. The social_facility is difficult to be
applied for emergency. social_facility = shelter seems mostly to be used
for homeless people or refugees [1]. Thus, the wiki page of social_facility
= shelter [2] is really confused.

Maning's suggestion is great! I will recommend Taiwanese mappers to
use evacuation_center=yes
for this case. It's also good for regional tag consistency.
