states actually, e.g. participation of other public entities (who have to
approve) and citizens. There are several detail levels of the same project that
will be designed and have to be approved at different times (and each will have
its own part of expenses, dates, plans, descriptions, and will consist of sub
projects in case of something bigger). We will unlikely remodel these in osm,
or be able to follow them , save maybe a few emblematic projects. I'm unsure if
adding more complexity to this in osm is justified by what is gained,
While I love the "OSM is a geographical database" idea, one should
always add "... with the main goal of building maps". I don't think we
should strive to become a cadaster with planning and ownership statuses
of each plot of land and building.
