To launch discussion on the message tag

associated with advertising tag

I created this page <https://wiki.openstreetmap.org/wiki/Key:message>
some time ago. In fact my intent was to make a *proposal* and not to
make directly a wiki page as if it were already discussed and approved.
My fault.
So I need some advice to move this page into a "proposal" state.
And then I would appreciate any comment on this proposal to make it
better
