I don't think this is the same. The Wiki says that the hazmat=* tag pertains to the material being transported, not to the fuel the vehicle is using. The same holds for the traffic signs there, they're used in Europe as well. For example, the hazmat restriction would apply to a tanker transporting diesel, but not to the same tanker transporting milk, even if it's diesel-powered all the same.
