This is easier known that the threaded outlet in case of underground fire hydrants in Belgium, as this is usually indicated on a nearby sign. If you look at the photo in [1], the 80 is die diameter the pipe, the two other numbers are the distance to the left and forward from the sign. I believe the same information is available in some other countries as well.
