in Italy similar questions arised. One of the reasons might be that there aren't clear definitions: https://wiki.openstreetmap.org/wiki/Tag:amenity%3Dbiergarten I am not completely sure you shouldn't use the tag for your outdoor pubs, it depends (mainly on the "style", somehow on the size). You shouldn't change the wiki and start the discussion afterwards ;-) Cheers, Martin
