Take all road ways that are in the tunnel, and put them in a tunnel relation. It's easy, and you can't see the tunnel outlines on a satellite image anyway. In that case multipolygon relation doesn't make sense. As opposed to 172 tunnels tagged with man_made=tunnel. Janko
