That depends. Is it legally a subway/metro/u-bahn? Is it marketed as a
metro/subway/underground?

E.g. https://en.wikipedia.org/wiki/Line_3_Scarborough - I would map this
as a metro if it were marketed as a metro line.

The Rotterdam "metrolijn E"
(https://www.openstreetmap.org/relation/2777287#map=12/51.9797/4.4114)
consists of a part Slinge-Centraal station that is "true underground", and
a former rail line converted to light rail. On the northern part of the
rail line, runs a combination of 3 vehicle types
- narrow, low-floor light rail vehicles, that continue into The Hague on
the tram network
- wide, high-floor "light rail" vehicles, specially for this line
- wide, high-floor lines that run on the rest of the Rotterdam rail
network and are technically exactly the same as the light rail vehicles,
just in other colours.

Because it has grade crossings, it's tagged as light rail, otherwise I'd
certainly tag it as metro.
