Also, [1] describes some pavements as "Cobbles chosen for flat upper surface" which is possibly not the same as being cut, but possibly what is meant by "flattened" in OSM. Then, for contrast, it also describes another pavement as "Cobbles laid prominently" which is possibly what the first users of surface=cobblestone:flattened thought that surface=cobblestone meant - the current image in the wiki suggests they are not that prominent [2].
