Great proposal, I just wanted to mention that there are also pumped storage plants (fr:Pompage-turbinage), where the upper reservoir is filled by means of pumps (in case of ecessive power available) and not naturally by a river or similar. https://en.wikipedia.org/wiki/Pumped-storage_hydroelectricity
