The "long tail" of different shop tags begs to differ with that!  If
what you said was true there there would be an awful lot more

I don't think it is the map that encourages mappers to differentiate
shops, it is the desire to correctly document reality.  The 'dot on the
map' does not really make a difference here.

True. There's more than enough 'Why isn't there an icon for this shop...' discussions on OSM-Carto's Github.
