From a discussion on the GB list, these horse mounting/dismounting
steps/blocks exist and people want to tag them.
They certainly help get on and off a horse!

How to tag them?
Key?
amenity
historic
man_made
I'm inclined to man_made as the feature may not be 'historic'.
And I'm not in favour of the less specific key of amenity.
Value?
mounting_block
mounting_steps
I think I prefer steps.
Any thoughts?
