You area may be very unusual, in general landuse=forest is used for
"this area is a forest" or
sometimes "this area is covered by trees".
It appears that it depends on where you are as to what is 'usual'.
Here in general an area of trees is tagged natural=wood. Note that the
key natural accepts human intervention.
