What do you think about this?

    man_made=gantry
    name=“name_of_the_neighbourood”
    usage=welcome_sign

/usage /is used mainly for railways but it is a so generic and useful term that 
I don't think it should be "/hijacked/" by railways.

/welcome_sign/ is already used for board_type in information=board, but welcome 
signs are far from being restricted to boards
