In a river that does not dry up enough to be mapped as intermittent=yes, is it possible to represent that a river is sometimes not navigable according to local authorities due to varying water level, by vessels that are at least a bit larger than a canoe, typically cargo or passenger vessels? motorboat:conditional only works if the periods where the river is navigable are predictable, and that usually depends on the variable amount of rain on the basin.
