4 is feasible ONLY if the new education=* offers are 1-for-1 correspondence with
amenity=* for educational facilities.  That is amenity=school can be directly and
unambiguously replaced with education=* (possibly with sub-tags).  There can be
no "it depends" situations if a bulk edit is to take place.  Otherwise it would have to be
done on a case-by-case basis.
