Leif, there already is a similar proposal: https://wiki.openstreetmap.org/wiki/Relations/Proposed/turn_lanes It has never left draft status but it has been used by some mappers. There even is a JOSM plugin to create such relations.

The relation would also be able to store the same information as could have been possible with transit:lanes, just without the many maintenance issues that came that system.
