There's another possibility to make this more generic: secondary_landuse=* e.g. landuse=orchard secondary_landuse=meadow We've discussed this recently because of an example of a "farmland forest". https://lists.openstreetmap.org/pipermail/tagging/2019-August/047801.html Although this would still pose the question which is primary and which is secondary, in some cases.
