you didn't mention a relevant wiki page with comprehensive grammar for time ranges:

The "Conditional restrictions" wiki page legitimizes "Time and date" condition in the format of opening_hours.
 
According to the "monthly" rule for opening_hours, you may specify only monthdays range: "01-15" or "16-31". As far as I succeeded in the grammar interpretation, these are valid opening_hours values.
 
The evaluation_tool cannot parse "01-15" (wanna commit an issue?), yet this should not prevent you from using documentation-complying format.
 
This proposal:

suggests "day" keyword, but, as you can make sure, "day 01-15" is recognized neither. I think you should not use this not approved syntax.
