The trouble with this is that very few trails are 'designated' for riding a bicycle.  They are legal for bikes, hikers, and horses. Cycleway is a lousy tag for a multiuse trail.

Where does it say 'cycleway' is a "multi-use trail" What you described I'd tag as 'bridleway'

Tags have a hierarchical standing based on an increasing number of allowed transport modes:

footway>cycleway>bridleway>roads>motorways.

If there are cases where specific modes are (not) allowed  yes/no can be used.

All other attributes such as width, surface etc should be described in sub/adjective tags.
