Tags have a hierarchical standing based on an increasing number of
allowed transport modes:
footway>cycleway>bridleway>roads>motorways.
If there are cases where specific modes are (not) allowed yes/no can be
used.
All other attributes such as width, surface etc should be described in
sub/adjective tags.
