Are these like NGOs doing health promotion or a service organized by health authorities? If it's the latter, are they constituted by volunteers from the village/community? Could these be considered as "community health workers"?

it's definitely organized by the State.  also, but only if I understood correctly, it's not really "volunteers".  rather: local people who have received some sort of training, not enough to qualify as a nurse nor a health technician.

Regarding the periodicity of the extra presence, is this information official or do you think it varies for each facility and should be collected separately for each? How likely could this be?

these posts are coordinated from the "Centro de Salud" (this is at least amenity=clinic).  periodicity of the extra presence definitely varies per facility.  to get to know whether they are visited, and with which frequency, we can inquire at the coordinating "Centro de Salud" level.

last time I had the chance to visit my nearby Centro de Salud before the beginning of thelockdown, I inquired about the /existing/ i.e. /active/ dependencies, and they had to scrap a couple of them from the complete list.  I did not know they were visited periodically, so I did not ask for this piece of information.
