I definitely agree: If the tunnel (or more often used: the bridge) is a
separate object (e.g. man_made=bridge), then the tunnel's or bridge's
name should go in the name-tag.
But my impression is that if it's the same object as the highway (or
railway or waterway) itself then "tunnel:name" or "bridge:name" is
definitely better.

it depends on the kind of object. If you tag a road (highway) or other
object that is inside a tunnel (tunnel=yes) then it seems logical to
refer to the tunnel name with a specific tag like tunnel:name, and it
seems advisable to even use this if the road has the same name as the
tunnel (to remove ambiguity).
If on the other hand you add the tag to a tunnel object (e.g. tagged
as man_made=tunnel, currently 1100 occurrences,

should go into the „name“ tag
