Hello osm-taggers,

I have some trouble with the tag network=*. Not with the tag itself, but I 
think it needs an extension. 

Maybe the most common usage for this tag is for transport networks. But I'm not 
sure how to name it right. Should it be the long or the short version of the 
network's name? 
For example the Verkehrsverbund Oberelbe = transport association Oberelbe, 
short VVO. I always tagged VVO, but is that right? 
Would network:short=* a good proposal? And the same for operator.
The syntax is like the maxspeed-tag..

Another usage for network=* is the organization of sport clubs. Ok, I saw this 
for dog-training https://wiki.openstreetmap.org/wiki/DE:Tiere but I think it 
can be used for all clubs. 
Many sport clubs are organized within several associations. For example a 
canoeing club is organized in the a) Kreissportbund Meißen - sport association 
of district Meißen - short KSB Meißen , b) Landessportbond Sachsen - state 
sport federation saxony - short LSB, c) Sächsischer Kanu Verband - canoe 
federation saxony - short SKV and therefor d) Deutscher Kanu Verband - german 
canoe federation - short DKV
While the first two are multisport associations, the second two are specially 
for canoe sport. 

Maybe for all these options the network tag could look like
network=*
network:short=*
network:district=*
network:district:short=*
network:state=*
network:state:short=*
network:national=*
network:national:short=*
operator=*
operator:short=*

OK, in this case I must tag the state network twice - for LSB and SKV... 

What do you think about that?
