Reviewing those against, a common theme is the view that amenity=shelter should be reserved for purpose built/man made shelters and not natural features commonly used as a place of shelter. I'm still keen to have an approved way to map these features and avoid the current situation where two different kinds of features are commonly mapped using the same tag leaving no way to distinguish them. So with this voting feedback in mind I'll move ahead with a new proposal for natural=rock_overhang.
