Per the Proposal Process at https://wiki.openstreetmap.org/wiki/Proposal_process#Voting it's normal to send a new email with the subject like "Feature Proposal - Voting - (Feature Name)" to the list.
Many people might not be reading every email in the RFC thread, but do want to know when voting is open, so a new thread makes it more visible.
