If there is a common expectation of a tag value default in a region, either due 
to
legislation or just culture - perhaps that should be tagged on the region (eg.
a country).

In theory, editing software could then elide any specific tagging which matched
that regional default, only setting specific tag value which were non-default.

Similarly, rendering software could, in "I'm a local (and therefore used to the
defaults) mode" only render the exceptions.
