Here is the scrape taglib I putting up for submission. I ahve not been
able to test the build.bat, but I think it works. The only thing I'm
not sure on is I can do this

The taglib is set up to be unziped under the jakarta-taglibs dir. It uses
the jakarta-oro package which it looks for in the same dir that the
jakarta-taglibs dir is in. It no longer uses the HTTPClient package. It
now uses it's own HttpConnection class.
