A while back, Glenn suggested that we form some
guidelines for how to release tag libraries.  Well, I
just took a stab at it.  Please look at these notes
and provide some feedback:

Here's what I addressed:

  1) How to version releases and create branches
  2) How to create/use the "news" section

Here's what I didn't:

  1) How to literally post release jars on the site
  2) How to put documentation on the site
  3) probably lots of other stuff

Let me know what you think.  If we agree in principle,
I suggest we start creating stable jars for our first
"1.0" releases.
