[VOTE] Benchmark taglib

Okay, I've gotten no negative comments so far, so I'm ready to call a vote
to add the Benchmark taglib I described earlier.  We can tie it to a more
general logging framework if we ever develop or borrow one.

+1 to add the Benchmark library.
